Since you are offering all the publications only reprint rights, you
can technically offer it to as many publications as you wish, either
one at a time or simultaneously. That is one of the advantages to
selling reprint rights, there is no obligation to wait until one
publisher publishes it before resubmitting it. The publisher holding
it for two years understands this.
